HOMELESSNESS CRISISRocky favors a central camp and alternative shelter sanctioned by the City that would provide safe, decent toilets, showers, laundry facilities, food, outreach workers, and access to mental health and addiction treatment, such as the camps in Denver or the Courtyard at Haven for Hope in San Antonio.
